What is Level Up 31?

The Level Up 31 project is located on the northside of Indianpolis in Marion and Hamilton counties. The project includes an interchange modification to the I-465 and US 31 interchange to add capacity and increase efficiency and safety by eliminating traffic weaving and merging.

Level Up 31 is located at the I-465 and US 31 interchange on the northside of Indianapolis. The project is located between I-465 Northwest and Clear Path 465 projects.

The Interchange Modification Project for US 31 and I-465 in Hamilton County includes the modification of the I-465/US 31 north interchange, seven bridge deck overlays, and related work on US 31 from I-465 to 116th Street in Carmel. The project will increase capacity for west to north and east to north movements to create better traffic flow and enhance safety.

  • A lane will be added to the Eastbound I-465 and Westbound I-465 to Northbound US 31 ramps.
  • These additional ramp lanes will merge down to the existing Northbound US 31 3-lane section by the time travelers reach 116th Street.
  • Currently traffic heading to 106th Street from I-465 travels on the northbound US 31 ramps before exiting to 106th As part of this project, this traffic will move to the current southbound Meridian Street ramps and turn lanes will be added for traffic to travel north and access 106th Street.

The rate of population growth in surrounding communities has far exceeded what was anticipated in 2012. As a result of this growth the number of vehicles traveling the interchange each day has far outpaced expected numbers. This increases congestion in the area and raises safety concerns. Addressing this need now will support safe and efficient travel for years to come.

  • 2025 –112,910 Vehicles per day
  • 2045 – 155,520 Vehicles per day
  • The Level Up 31 project aims to enhance the capacity and efficiency of the interchange between I-465 and US 31 (Meridian Street) to alleviate traffic congestion, improve safety and support economic growth in the surrounding area.
  • The interchange is a primary connecting point between Indianapolis and Carmel. Widening and improving that connection will increase safety and efficiency for the motoring public.
  • Level Up 31 was formerly part of the I-465 Northwest project but was separated from the project in March 2024.
  • Level Up 31 is located between I-465 Northwest and Clear Path 465.
  • The interchange ramps are expected to receive more traffic as Clear Path 465 is completed, and later, from I-465 Northwest.
  • The design is underway, and we are currently evaluating alternatives and advancing the environmental document. A public hearing is expected in the winter of 2024/2025.
