Level Up 31 will bring elevated efficiency on I-465 and US 31 between Indianapolis and Carmel, Indiana

This phase includes widening eastbound and westbound I-465 ramps to northbound U.S. 31, along with additional improvements to accommodate for the rapid regional growth and number of vehicles using the interchange.
During this time, a temporary traffic pattern shift will be in place along U.S. 31/Meridian Street from 106th Street to 96th Street. Northbound traffic will utilize the existing southbound U.S. 31/Meridian Street lanes by following posted signs. Traffic will switch back to the existing northbound lanes just south of 106th Street.
This phase includes ramp and lane closures, local access restrictions, and detours. The following traffic impacts are already in place for Phase 2 construction:
The first phase of work includes multiple ramp closures, local access restrictions and detours in the two-mile improvement area. The speed limit will also drop to 45 MPH along I-465 and U.S. 31 in the construction zone while activity is occurring. Drivers may encounter delays during peak travel times in Indianapolis and Carmel.

Level Up 31 is the interchange modification project for US 31 and I-465 in Hamilton County. It includes the modification of the I-465/US 31 north interchange, seven bridge deck overlays, and related work on US 31 from I-465 to 116th Street in Carmel. The project will increase capacity for west to north and east to north movements to create better traffic flow and enhance safety.
Crews are adding capacity and increasing safety and traffic flow in the four-phase project that concludes in late 2027.
