What is Level Up 31?
Level Up 31 is the interchange modification project for U.S. 31 and I-465 in Hamilton County. It includes the modification of the I-465/U.S. 31 north interchange, seven bridge deck overlays, and related work on U.S. 31 from I-465 to 116th Street in Carmel. The project will increase capacity for west to north and east to north movements to create better traffic flow and enhance safety.
Where is the project located?
Level Up 31 extends from just north of the Meridian Street and 96th Street intersection, for two miles north along Meridian Street/U.S. 31, to the U.S. 31 over 116th Street bridges. The project also extends approximately 4,200 feet along eastbound and westbound I-465 in Hamilton County. The project is adjacent to INDOT’S Clear Path 465 project on the east side of Marion County.
What is happening now?
The Level Up 31 project team will begin constructing a design solution to alleviate congestion within the I-465/U.S. 31 interchange and reduce the frequency of crashes. Phase 1, beginning in October 2025, includes the following closures:
- Closure of the southbound U.S. 31 ramp to 106th Street through late-December
- Closure of eastbound 106th Street at U.S. 31 through late-December
- Closure on the eastbound I-465 ramp to southbound Meridian Street through mid-December
Wasn’t there work in this location a few years ago?
TThe entire U.S. 31 corridor in Carmel and Westfield was upgraded between 2011 and 2016. As a result of rapid regional growth since 2016, the average daily number of vehicles using all four sides of U.S. 31 and I-465 interchange has far outpaced expected traffic counts, creating insufficient capacity. This results in congestion during peak hours, slow travel speeds and intermittent traffic delays. Addressing this need now will support safe and efficient travel in the future.
What is the anticipated construction timeline?
Construction on Level Up 31 will occur in 4 phases to minimize disruptions. Construction is anticipated to conclude in late 2027.

How will Level Up 31 benefit the surrounding area?
The Level Up 31 project aims to enhance the capacity and efficiency of the interchange between I-465 and U.S. 31 (Meridian Street) to alleviate traffic congestion and improve safety.
The corridor is a primary connecting point between Indianapolis and the Hamilton County cities of Carmel and Westfield as well as for travelers using U.S. 31 to access Kokomo and South Bend. Widening and improving that connection will increase safety and efficiency for the motoring public.
Will I be warned about closures and conditions in advance
Sign up for text or email updates at alerts.INDOT.in.gov so you are aware of changes as they happen. There are live cameras showing U.S. 31 at I-465 on the INDOT TrafficWise website or 511in.org to monitor traffic conditions. Plan for extra travel time or find an alternate route when necessary.

How does this relate to the other I-465 construction projects on the Northside?
Level Up 31 is located near, but is not part of, the current Clear Path 465 project. Level Up 31 interchange ramps are expected to receive more traffic as Clear Path 465 is completed.
