Phases Completed
Phase 1 – Fall 2025 to Spring 2026
The first phase of work includes multiple ramp closures, local access restrictions and detours in the two-mile improvement area. The speed limit will also drop to 45 MPH along I-465 and U.S. 31 in the construction zone while activity is occurring. Drivers may encounter delays during peak travel times in Indianapolis and Carmel.
Phase 1 will consist of three closures:
- Closure of the southbound U.S. 31 ramp to 106th Street through spring 2026
- Closure of eastbound 106th Street from Illinois Street to U.S. 31 (NOW OPEN)
- Closure on the eastbound I-465 ramp to southbound Meridian Street (NOW OPEN)
Phase 2 – Spring 2026
This phase includes ramp and lane closures, local access restrictions, and detours. The following traffic impacts are already in place for Phase 2 construction:
- Full-time inside shoulder closure and intermittent stoppages on I-465 eastbound and westbound from Spring Mill Road to College Avenue and Meridian Street northbound and southbound at the interchange
- New traffic pattern at southbound U.S. 31 at the I-465 ramp and Meridian Street split
- Southbound U.S. 31 reduced to a single lane between 106th street and the I-465 interchange
Phase 2 extended closures:
- Closure of the westbound I-465 ramp to southbound Meridian Street (Exit 31) through late spring 2026

Closure of eastbound 106th Street underneath U.S. 31 through late spring 2026
- Additionally, on or after Monday, March 9, westbound 106th Street is set to close underneath U.S. 31 for approximately one week
